President launches computerised issue of birth certificates at ‘Deyata Kirula 2011’

In the sidelines of the ‘Deyata Kirula’ 2011 in Buttala, President Mahinda Rajapaksa launched the computerised issue of birth certificates project, thus enabling thousands of people in the Moneragala District to get their certificates with ease.

With ICTA’s internationally acclaimed BMD project going live in Moneragala from last week, the people of the Moneragala District are able to get certified copies of the birth, marriage and death certificates they require within five minutes. Thanks to this kick-off, certificates of birth, marriage or death (BMD) relevant to anyone in the District could be obtained with hither-to-unknown ease irrespective of the Divisional Secretariat or Grama Niladhari Division in the District he belongs to.

“Within two months we have computerised the birth certificates of the entire Moneragala District totalling almost 600,000,” ICTA CEO Reshan Dewapura says.
President Mahinda Rajapaksa handed over the first computerised birth certificate to a Moneragala resident at the ICTA exhibition stall.

Minister of Telecommunication and IT Ranjith Siyambalapitiya and UVA Chief Minister Sasheendra Rajapaksa were also present at the occasion.

The automation of all birth certificates of the Monaragala District has been completed.

Accordingly residents of the Monaragala District are now able to obtain certified copies of birth, marriage and death certificates within a few minutes, says the ICT Agency of Sri Lanka (ICTA).
ICTA Chief Executive Officer says that this facility is provided in coincidence with the “Dayata Kirula 2011” national exhibition.
The project was launched under the guidance of Telecommumication and Information Technology Minister Ranjith Siyambalapitiya in the Monaragala District last December.
ICTA CEO said that 570,000 birth certificates of the Monaragala District had been automated..
The first certified copy of the birth certificate under this project will be issued at the ICTA exhibition stall of the Buttala “Dayata Kirula 2011” Exhibition premises on Saturday fifth instant. Minister Ranjith Siyambalapitiya and Uva Province Chief Minister Shashendra Rajapaksa will participate in the occasion.
ICTA says that in addition the public will be able to see at the ICTA exhibition stall of the “Dayata Kirula 2011” several projects that have been launched for the empowerment of the people by the use of ICT.
ICTA has taken steps to enable people to see in a practical way how ICT has been used to make public service efficient.
Reports say that at the exhibition the public will be able to see live demonstrations of the service rendered to the people through the Government Information Service (1919) and the ‘Nenasala’ wisdom centres.
The “Dayata Kirula 2011” national exhibition will be held at Buttala from 4th to 11th instant.

The importance of paper sizes and the layout in ECM

Couple of years back I was handling a document conversion project for a well known multinational. There were two main obstacles that we had to face.

1. The main document that we had to scan was in a non standard size. It was a bit longer than an A3 paper. This prevented us from using most of our scanners, since they were not capable of scanning papers longer than A3. Among all what we had, the only scanner capable of this at that time was the good old Kodak - I 260. Even for that we had to add additional RAM. (At present the problem is not that significant since there are several models of scanners that support scanning of extra-long documents. I will write about these in a separate post).

What we can learn from this is that it would be very much easy and cheaper to scan a standard size document than a non-standard size. The scanners are designed having considering the standard paper sizes (ISO as well as US sizes). More than that, this is a main factor upon which the price of a scanner depends on. As an example a scanner that can scan A3 size documents will cost around 4-5 times of a scanner that can scan only up to A4 or legal. So my personal opinion is that it is always good to keep your documents at A4 or legal size. This also helps a lot in the handling as well as storage of documents. Having non standard size documents will make it more difficult to file, store and even copy a document.

2. The main document was an application form which had all the filled in information in one side and the applicant's signature on the other side. That was because the second side was full of all the terms and conditions under which the customer had to place the signature. Since the signature was required to capture we had to scan both sides of the page.

If the signature was on the same side along with the other details then we could have scanned only that side of the page. This would have reduced the cost of conversion by 50% , and reduced the project duration at least by 20-30%. Not only that we would have reduced the storage and bandwidth requirements by about 30%. So this is a good example why you need to consider about the layout of the documents.

These are just two examples of how the size and the layout of documents will matter in your ECM activities.

Paper as the starting point of an ECM strategy?

As the name says, ECM (Enterprise Content Management) is about managing the total content of the entire organisation. As people who are working in IT, we tend to limit our focus about electronic content only; namely electronic files, scanned images, emails etc.. But what about physical documents?

I think any ECM strategy should start from considering about managing of paper documents in the organisation, since most of the content will become a paper document at some stage of it's lifecycle. The paperless office that everyone was talking about (and still talks about) may not be a reality soon. Also managing of paper documents has gained more consideration due to the increasing printing expenses and "Go-green" initiatives that take place at present.

There are lot of things that one needs to consider about physical document management. I will start with one most simple yet very important factor to consider; paper sizes.

As we all know paper documents come in different sizes and in different nature. The standardisation of measurement of paper started by a mathematician named Georg Lichtenberg, in Germany and later adopted and supported by ISO. (This is an interesting article about the history of paper sizes here )

Some interesting facts to know;

1. There is a relationship between the width and the length of a standard paper which is; Length = 1.414 * Width (1 to the square root of 2).

2. One square metre is taken as the starting point of measuring, which is called the size A0, the remaining sizes are calculated by halving the preceding size.

3. Almost all industrialised countries adopt ISO - 216 as the standard for measuring paper sizes except US and Canada. :-)

e-FDS in short form to “e-Formless Document System” is in the heart of Birth Marriage and Death Certificate issuing system implemented in the Colombo District through its 13 District Secretariat offices. The system implemented in phases since 2005 under the guidance of ICTA in combination with Registrar Generals office under the direct supervision of Mr. G.A.J Sylvester the Government Agent of Colombo District, has made another milestone in extending is boundary of services by enabling access to the system to Registrar of Persons Department for accessing to the information’s of Birth Certificates for verification purposes.

This web based solution for document management, the e-FDS is provided by Sanje Lanka absolutely free as an extension to the current system implemented. The idea of the solution is to find multiple uses to existing investment made by the government for improving the citizen services delivering the dividends.

Sanje Lanka wins a “ SILVER” at the prestigious National Best Quality Software Awards 2008, in “e- Government and Citizen services” category. The Software e-FDS (Formless Document Systems) is a AJAX enabled enterprise content management solution with built in workflow and records management functions. The application has been developed based on Microsoft .NET platform and carries major practical inventions / enhancements and features to support low bandwidth internet environment. Citizen services in the developing world has major challenges in terms of available internet bandwidth, processing power ,localization etc where the e-FDS application is addressing most of these issues. This fully web integrated, browser accessible application can further be integrated with Microsoft SharePoint Portal server as well.

Sanje Lanka was selected in 2006 to implement the Birth, Marriage and Death Certification issuing solution for part of Colombo District which was later enhanced to implement in all 13 DS offices in the Colombo district. The project was addressed to solve the issue of delayed processing requests for citizen service of issuing the certified copies of the vital records. Vital records for citizens are important at many stages in their life and play major role in obtaining further services such as obtaining passport , getting an admission of a child to a school to many others. Before implementing the solution the average time for obtaining a certificate was anywhere between few days to few weeks, not to mention the corruption that associated due to nature of the need.

Today citizens in Colombo district can get a copy of their vital record in matter few hours at worst case scenarios to minutes in normal cases, based on the load of the work at the centre and the physical approval process. People have applaud the implementation of the service and now this service is available through all 13 DS offices in the Colombo district. The next level of implementation of the project is on the way for centralized retrieval for issuance of the certificates which will enable any of the DS offices to issue a certificate from any other office. Based on the success of this project, the government also has taken the initiative in taking the service country wide. The Project was champi

Sanje Lanka has been selected to implement BMD

Sanje Lanka has been selected to implement National Birth Death and Marriage certificate issuing system and has successfully implemented the Colombo District.

The project comprise of converting 6 million pages of different certificates and implement a retrieval and issuing work flow for the same in 13 different District Secretariats. The implementation has eanabled citizens to obtain copies of their certificates in matter of minutes rather than days as it used to be. This project has been one of the most successful e government projects implemented in Sri Lanka, where citizen were going through major delays in obtaining copies of their vital records due to the limitations of physical media restrictions as well as general in efficiencies of the system. The complete process re engineered project has implemented many industry best practices and use state of the art technology to deliver the goals.

The newly implemented solution has been cordinated by ICTA agency and is championed by Mr G.A.J.Sylvester, District Secretary, Colombo.
